Approach

Project: Springvale City Hall Contract: Lump Sum Contract Sum: $150,000 - $200,000 Client: City of Greater Dandenong Project type: Theatre Restoration Springvale City Hall was built in the 1960’s and has undergone various refurbishments. The Hall is utilized as a both private and public function centre. Currently the centre is used for the delivery of vaccine inoculations to presentation nights for public/private stake holders. This meant that the works needed to be programmed in a way that allowed for the facility to stay operational during the program. In order to do achieve this we incorporated public protection measures that enable the works to continue safely and without disruption to the facility. The City of Greater Dandenong have a particular set of guidelines which encourages “choose local first” as a part of their social procurement policy. Black Sheep as a main contractor were able to meet these requirements through the letting of contracts and the implementation of procedures. In addition, all works were carried out under strict COVID Government restrictions through the implementation of our COVID policies and contingency plans all of which can be used into the future on new projects. The head contract works included the removal of all 204 seating panels, floor restoration works to the existing specialty flooring and a complete renewal of the Balcony seating and flooring was undertaken.

Challenges

The chairs where 60 years of age and required a certain craftsman to undertake the works and reupholstering and furniture restoration is a diminishing art. Through Black Sheep’s qualified vetting processes the most suitable contractor could be engaged. The works took a certain degree of collaboration and understanding to deliver the restoration. As the chairs are built to suit the radius of the balcony and also the isle sections - each chair is different in size and shape. A simple numbering system of the chairs allowed us to record and managed the 208 individual backs and bases. The seat sections where constructed in rows of 9 and fixed to the floor, our job was to carefully pick apart each section to remove from site safely negotiating our way down the heritage stairs.

Outcome

Restored back to there former glory using fire retardant non combustible materials, the seating is now ready for another 60 years of use. Working with the City of Greater Dandenong through this period of lockdowns and restrictions was overcome with clear communication and programing.
